Forget sequestration
But put a low soot standard on coal, existing coal. Install electrostatic soot filters.
Invest in the lowest cost source that you already cite, wind power. Give a 10 cent per kwh subsidy direct to farmers to become wind farmers.
No new coal, instead roll out smart grid technology to fit the system to renewables and conservation.
