Prove that renewable/conservation energy policy will improve the monthly bill cycle for real families. That's a real benefit. Voters can understand that, no complex theories need be digested.

For instance, you borrow money for a solar system. The power company pays you the retail rate for the kwh you provide to the power grid. And you get a 10 cent per kwh subsidy from the government. You use that to pay off the extra loan. loans could be low interest community, coop, or government backed for low income families.
If consumers see a way out of debt, by cutting expensive energy bills, gasoline, heating, electric power, and investing in renewable/conservation. It will get going in time to head off GHG disaster.
